HEC Need-Based Scholarship 2026: Full Fee Waiver & Monthly Stipend Guide



Higher Education Commission (HEC) of Pakistan understands that many bright students face financial hurdles that prevent them from completing their university education. To bridge this gap, the HEC Need-Based Scholarship Program 2026 has been launched in collaboration with public sector universities.

This program is not just a financial grant; it is a lifeline for students who want to change their family's future through higher education.


1. What is HEC Need-Based Scholarship?

Unlike merit scholarships that only look at marks, the Need-Based Scholarship focuses on the financial background of the student. It is specifically designed for students who have secured admission on merit but cannot afford the heavy semester fees of public universities.

2. Financial Coverage (Benefits)

If you are selected for this scholarship, HEC provides extensive support:

  • 100% Tuition Fee: The entire fee for your degree program (4 years for BS, 2 years for Master’s) is paid directly to the university.

  • Monthly Living Allowance: A stipend (usually Rs. 6,000 to Rs. 10,000 per month) is given to the student to cover books, stationery, and food.

  • Hostel & Transport: In many universities, this scholarship also covers or subsidizes hostel dues.


3. Eligibility Criteria 2026

To apply for this scholarship, you must meet the following requirements:

  1. Admissions: You must be a regular student at one of the HEC-selected public sector universities.

  2. Merit-Based Admission: You must have secured admission on Merit (Self-finance or evening programs are usually not eligible).

  3. Financial Need: The total family income should be within the limit set by the university's scholarship committee (typically less than Rs. 60,000/month).

  4. Academic Standing: Students must maintain a minimum CGPA (usually 2.5 or above) to continue receiving the scholarship in subsequent semesters.

Over 90+ Public Sector Universities participate in this program, including:

  • Quaid-i-Azam University (QAU), Islamabad

  • University of the Punjab (PU), Lahore

  • University of Karachi (UoK)

  • UET Lahore & Taxila

  • Bahauddin Zakariya University (BZU), Multan

  • University of Peshawar


5. Step-by-Step Application Process

HEC does not accept direct applications. The entire process is handled by your university.

Step 1: Contact the Financial Aid Office (FAO) Visit the "Financial Aid & Scholarship Office" of your university to check if the 2026 portal is open for your department.

Step 2: Fill out the HEC Need-Based Form Download the official application form from the HEC website or get a hard copy from your university. Fill in all details accurately—including assets, utility bills, and family expenses.

Step 3: Attach Required Documents You will need to provide:

  • Salary slips of parents/guardian.

  • Copies of last 6 months' utility bills (Electricity, Gas, Water).

  • Rent agreement (if living in a rented house).

  • Educational certificates (Matric, Inter, Bachelor).

  • Affidavit on stamp paper (as per university format).

Step 4: The Interview (ISAC) After initial screening, you will be called for an interview by the Institutional Scholarship Award Committee (ISAC). They will verify your financial need through a few questions.


6. Important Tips for Selection

  • Be Honest: Do not hide assets or income. HEC often conducts physical verification.

  • Deadlines: Keep a close eye on your university’s notice board. Deadlines vary from one university to another.

  • Documentation: Make sure your income certificate is verified by a Gazetted Officer or the Tehsildar.
